The Brookfield Comprehensive Planning Committee will be hosting
a day-long (9:AM - 3:30 PM)seminar
on SATURDAY, MARCH 6 at the Leonardsville Fire Hall.
The seminar will focus on:
* a review of the components of a Comprehensive Plan
* a discussion of key undertakings during the Comprehensive Plan development process

Public Healthcare Presentation - Madison County
Eric Faisst (Director) & Chrystal Johnson (Health Educator) - MADISON Co. Department of Health
were special guests and provided us with an overview of Madison County Health
organization and services. They were encouraging about the Committee's
progress relative to other Townships, who have not started to plan
and offered to provide financial assistance
in preparing our Plan, provided it include a PUBLIC HEALTH component;
and that the funds ($3,000-4,000) be expended prior to March 15, when the grant expires.
The inclusion of a public health & health services had already been planned
and will definitely be included in the Brookfield Comprehensive Plan.
There was concern over how to effectively use the funds at this stage of the Plan.
It was agreed that we could benefit from a professional consultant's
help/guide in moving this forward.
Agreed: to participate with Madison County Public Health;
to include a public health care component to the Brookfield Comprehensive Plan
Agreed: to provide Madison County w/a timeline and budget for approximately $2-4,000
Agreed: the funding project would procure a consultant to get us organized;
along the lines of a day long seminar with the consultant
Agreed: to provide a timeline to MCHD by Feb 1
Agreed: meet on Jan 28 (TH) 7PM - to finalize details

a tentative program outline; budget; and timeline to

The meeting concluded at approximately 9PM.
FOLLOW-UP:
we are in contact with NY Regional Planning and should have a more complete
report and seminary proposal/cost by Thursday….in the interim, the following information
was drafted and forwarded to Faisst & Johnson (Madison Co. Health) to give them an
idea of what our submission (proposal/budget/timeline) would look like. We need
to provide them with a FINAL PLAN, BUDGET & TIMELINE by MONDAY - Feb. 1 in order
to qualify for funding in the ($3-4,000) range.







Year end 2009 summary of the Brookfield Comprehensive Planning Committee
In the past year we focused on the structure of the committee and of encouraging and gaining participants to join in the committee. We have assembled a draft list of priorities to focus on.
We have invited stake holders to brief us on their problems and needs as well as their structure with regard to how it affects the town of Brookfield; in this case we spoke with two fire company leaders. We expect feed back in regard to an organizational chart and as well as outline of their organization duties and functions.
We plan to repeat this process with other stake holders and groups of citizens. For the town’s citizen’s we’ve tried to organize these citizens in groups by geographical areas so as to be able consult with them about their local needs and desires.
The committee gained knowledge from other planning board’s experience from across the state of New York and from other neighboring states. This was useful to help us understand the problems and needs of a successful effort. As well as learning what a comprehensive plan covers and the difference in depth of detail.
The committee recognizes the difficulty of achieving the goals set out in our mission statement due to the lack of a total cost to implement this program.

Leadership and its administration, Fire Service, Rescue/Ambulance, general membership with auxiliaries.
Schools: Town of Brookfield, Administration, PTA, Mount Markum, Student body.
Private Concerns
Churches and Religious Groups:
Business and Commercial Concerns:
General Stores, Brookfield, Klings, Wagner’s, Moscow Hill, Jean Krause, Taylor’s Tack, Auto Repair shops, Welding Services, General Contractors, Trucking services, Salvage yards, Crane service. Sub groups cottage industries: Maple syrup producers and processors, etc.
Agriculture and closely related business:
Dairy, Livestock, Small fur bearing livestock, Horse breeding, equine boarding/training, Cash crops, Hay production.

As a further summary we expect significant challenges to finish this effort however we believe that with the present group we can accomplish this task.

Brookfield Comprehensive Planning Committee
What Is a Comprehensive Plan and why should we have one?

A Comprehensive Plan serves as a GUIDE for elected Town officials in preparing for the Communitys future growth and development; it reflects the Community's vision and priorities; identifies Community issues, challenges, and opportunities. It indicates, in a general way, how the community will grow and how the quality of life will be sustained over the next 20-30 years.

Why should the TOWN have a Comprehensive Plan? Like any good business, a well run Town government needs to have a Plan. With growing budgets cuts and increasing taxes it is critical that the Town be prepared for the future to protect, maintain, and improve our Community quality of life, services and infrastructure.

The TOPICS to be addressed by the Plan will include: land use; demographics; housing; infrastructure; education; recreation; and highway, financial, environmental; agriculture & economic development, emergency services, health services. More topics may be added.
The process of developing a Plan will take up to 2 years and will be a community-wide effort. All interest groups and the public will take part in determining what this vision should be. The process will be led by the Brookfield Comprehensive Planning Committee (BCPC) whose members are appointed by the Town Board. The Committee is responsible for collecting available data; developing a citizen's participation process; and after analyzing data and taking public input into consideration, preparing the written Plan which will be available to the Public.

The most important element in preparing the plan is PUBLIC PARTICIPATON. A series of public meetings and focus groups will be one of several ways the Committee will obtain public comment. News releases, the Town Website (brookfieldny.com), and a survey also will be part of the planning process. We will also set up an information network to provide updates and organize focus groups with local organizations and individuals which will all be open to the public.

How much will this cost? Committee members are volunteers. We do not anticipate hiring any outside consultants, but may apply for Grants or hold fund-raisers. While printing & mailing costs are expected for a town wide survey, the Committee has received a substantial donation of paper. In any event, the objective is to keep costs to a minimum.

MISSION STATEMENT For the TOWN OF BROOKFIELD Comprehensive Plan: to identify WHO we are as a community, where we are NOW and where are going in the FUTURE. On April 16, 2009, the BCPC adopted the following Mission Statements
for both themselves, as a COMMITTEE and a separate mission statement for the
COMPREHENSIVE PLAN.

as a community now and for the future; and to develop a guide for elected officials
PLAN - Mission Statement:
The purpose of the Plan/Guide is to identify who we are, where we are going;

FOCUS GROUPS - Fire Departments & Districts DISCUSSION

There was a good turnout for an informal discussion of Fire Depts/Districts;
in preparation for foramlly meeting with individual fire depts/districts.
For the benefit of new guests, Salka presented an overview of the Comprehensive Plan:
purpose, timing, procedure, state aid requirement, and a requirement of responsible government.  
Several guests related the impact of development on their prior home towns and
concern that Brookfield be careful to protect its rural and agricultural way of life.
Concerns were raised about a possible pipeline once drilling starts.  There is also
interest in starting a group to promote the horse business in Brookfield.
Would dovetail with the Equine Alley, a state sponsored program with Cazenovia
to promote the horse industry in Central New York.
EMERGENCY SERVICES:  Fire Departments & Fire Districts
The new guests included the Eric Bugbee and Dennis Johnson, representing
the North Brookfield and Brookfield Fire Departments.  Their overview of the Fire Departments and
Districts was extremely helpful in providing background and operations.
The Committee  is to schedule formal meetings with the Departments & Districts.
Among the topics discussed:

* Requirements & Training

* Insurance/ Utica National relationship

Visentin requested that Bugbee provide the Committee with an organizational chart,
chain of command, explanation of depts vs districts (with membership).
Visentin also asked that we compile a list of the various hamlets and neighborhoods
within Brookfield Township. [ NOTE: Perk Stalter (Historical Society) had provided (in writing) a map of
neighborhoods, color coded, for use in distributing surveys.]
MOVING FORWARD:
The FIRE DEPTS & FIRE DISTRICTS would be our first round of formal Focus Group interviews;
Will give us a better sense of timing after we complete that Category.
Anticipate Fire Dept/District interviews in the beginning of the year.

Topic: FOCUS GROUPS - Continued
Basically reviewed the pros/cons of interviewing FOCUS GROUPS;
A business plan approach: identify the component parts of the Town's
operations; interview members and community groups (the "Focus groups") for experience, insight & recommendations.
Starting with EMERGENCY SERVICES, a vital component of the community;
facing regulatory and membership challenges that threaten Volunteer Fire
Depts. Across the State. It is hoped that the interviewing process will
develop mutually benefiting cooperation and communication.
Need to be proactive in helping the organizations that are vital to the
community and facing particularly difficult challenges in the near term.
As a first step in the Comp Plan process, these interviews will serve as
a "educational" basis/background - educating the Town Board and the Community.
Also discussed were needs to address:

REAL PROPERTY TAXATION; and FINANCE.
GAS DRILLING REGS and PLANNING & DEVELOPMENT;
THE BCPC does not want to over-step bounds -- information gathering sessions w/ objective:
(1) educating - board & community
(2) expertise - working with the experts in their area
(3) cooperation - NOT consolidation; mutual assistance - Town, community & organizations
"Keep it Simple" - agreed need to keep simple: questionnaires, PR pieces, etc. (ONE PAGE).
Discussed benefits of bringing community together over special interests;
With budget cuts, need to cooperate and rely upon the community and
Town gov't to work together;
Committee turnout has been dwindling; it is hoped that more
people will attend and are encouraging anyone interested to
attend. Hoping that as we focus on special areas, it will
attract additional community interest.
Discussed possibilities for Brookfield and the Trail System as a result of the
$1 Million Equine Alley project. Salka to tour Trail System w/ Ray Cross
(Morrisville College President) and Valesky's office next week.
AGREED: To wait until AFTER elections to move forward with
Focus Group interviews;
AGREED: To start with Fire Dept interviews as a first run;
Salka to speak with Eric Bugbee to get his feelings/feedback;
currently looking at just sitting down with the Captains
(individually or as a group TBD)
AGREED: Need to set up a TIMELINE / MILESTONES to keep moving along.
AGREED: Jim Visentin to draft a year-end summary of Comp Plan progress.
